*scratches head* I seem to also remember you being under pretty severe number-crunching limitations... not sure if you're going to get much new response on this :(
Well, I tried a google search (http://www.google.com/search?hl=en&q=free+image+edit+program&btnG=Google+Search) as a last resort, and got this list of free graphics programs (http://graphicssoft.about.com/cs/imageediting/tp/freephotoedw.htm) as one of the hits. Maybe try some of these? If neither that list nor the search helps, I'm pretty much tapped for ideas XP

There are many programs you can use.
Depending on what OS you're using (I am presuming you are using a microsoft/windows os) you will have one program already at your fingertips.
MSpaint. It's not advanced, it doesn't do all the nice special things you would like to do, but it's a great first step.
An excellent program to use would be Paint Shop Pro 7,8, or 9. However buying this program would be extremely expensive. If you look around other torrent sites you may be able to find a torrent for one of those three versions.
There's a lot of support for PSP and many people create tools and goodies you can use with the program. It does take a while to master all the controls and to really be ableto harness the power of the program.
A Second program would be Photoshop Pro, works essentialy the same way as PSP and is no harder to find support and help forums for.
There are others out there but those two are the most commonly used and found.

GIMP. It's a good free program. There's also Photoshop. The ultimate and very expensive program. There are many tutorials out there to teach you how to use it. Best way to learn is to know how each tool works. Once you're familiar with it. Making sigs and banners and whatever art is a piece of cake.

If ya like to do your own art from scratch. Not just copy and paste and stuff than tint it with colors and give it text. Give Macromedia Freehand MX and Fireworks a try. I think they were like $50 bucks all together back in the days, but you get like a 30 day trial stuff to try out and I think the download size is very small. 20-40 MB each. Back in the days it had a better compression for file size when save it for web. 6 KB instead 16.87 KB, when I Macromedia compared to photoshop, and macromedia compression looked better and was smaller in file size. I don't know about now. So try Macromedia. Oh macromedia has slight better control for gradients I think... Like instead of a typical circle gradient you can have and oval gradient as well you vary the shape of it (I think~♪). A slight boon i think for cell shading if like doing own work drawing and cell-shading.
